Why did God introduce the concept of repentance?

While God’s just and righteous qualities, on one hand, recognizes the shortcomings of man…Romans 3:23 says “For all have sinned, and come short of the glory of God;” and 1st John 1:8 says “If we say that we have no sin, we deceive ourselves, and the truth is not in us” and considered that no direct participant in the original sin should suffer the same fate (Deuter 32:4 “…for all His ways are just: a God of truth and without iniquity, just and right is He”; Isaiah 30:18 “…For the Lord is a God of justice…” on the other hand His love for us… Romans 8:35-39 which says “Who shall separate us from the love of Christ? shall tribulation, or distress, or persecution, or famine, or nakedness, or peril, or sword? As it is written, For thy sake we are killed all the day long; we are accounted as sheep for the slaughter.  Nay, in all these things we are more than conquerors through him that loved us. For I am persuaded, that neither death, nor life, nor angels, nor principalities, nor powers, nor things present, nor things to come, Nor height, nor depth, nor any other creature, shall be able to separate us from the love of God, which is in Christ Jesus our Lord.” and Romans 5:8 “But God commendeth his love toward us, in that, while we were yet sinners, Christ died for us.” qualified man for a second chance at redemption, (John 3:16(a) “For God so loved the world…” Genesis 3:21 “The Lord God made garments of skin for Adam and his wife and clothed them” hence the concept and option of repentance were introduced by God to its first recipient in Genesis 4:7; Cain.
